There is a lot of settlements That have been abandoned for a while but never marked as so. Also, I'm sure not all the current settlements will be recreated after the reset. I am for marking all current settlements as abandoned, and if people want to recreate their village, they can mark it back at whatever it is, just to clean out the not updated ones.
