Changes

A citizen of a [[Settlement]], usually they only have the most basics of rights on the deed, however this is configurable by the deed holder. Citizens can respawn re-spawn at the [[settlementSettlement]] they belong to, and can choose to relocate their [[Bank]] account to the settlement [[token]]. Citizens can also respawn re-spawn on deeds allied to their own townif they are within 50 tiles of the allied deed token. Citizens can type /vote username to vote for a new mayor, the amount of votes needed depends on whether the village is a dictatorship or a democracy.
