This was a Jenn-Kellon (white light) settlement on the now deleted home server.

Description
The Town is under control of the Mayor and the Council, founders of the settlement. There is a mayor who is the leader puts actions from the council into practice. The town is located down the west road from Newtown, passed Aegis.
