Description

Removes any spell from an area, creature/player, or item enchant. Has no effect on demise spells or their protection spells.

Speculation: Casting it gives a number like an enchant. All (some?) enchants on the item under that number are removed.

If you are casting on an item you have to have the item in your inventory to dispel it.
