Removing link that lead to explicit websites that have expired.
I had a dispute with my mayor recently over whether or not she (the mayor) needed to hold my writ to further expand the deed. For what it's worth, I asked in CA Help and had two people claim they personally have received the message that they may not expand their deed because they are not holding a writ. To clarify, You can only change village once every 24hours. Somehow becoming mayor counts towards that timer, Giving mayor away also counts. Best way to work around this is to trade the settlement form before inviting the prospective mayor. -Fencejumper

Seems when you try to resize a deed, It will first pull from village upkeep, and if not enough funds, then from your personal bank.
 
Here is details on how i tested this:

[12:54:38] <mayor> Up to 14 silver, 54 copper and 81 iron can be taken from the settlement upkeep funds. <From the last page of resize>
 
[12:56:47] <mayor> [12:54:39] The settlement has been updated according to your specifications! <Resized here!>
 
[12:56:53] <mayor> You may pay up to 80 copper and 93 iron. <From my personal Bank>
 
[12:56:58] <mayor> The settlement has 17 silver, 25 copper and 81 iron left in its coffers.
