Right-clicking and selecting ''Settlement>Found Settlement'' will bring up a '''Settle Application Form'''. With sufficient funds in your [[bank]] (4.21s, and other requirements met) you can use this to found minimum 11x11 [[tile]] [[deed]]. Larger deeds require more funds in your [[bank]] at the rate of 1 copper per tile.
