Someone with the ''diplomat'' permission can make alliances or declare wars against other settlements.
To form or add to an alliance, right click on a person with diplomacy rights from another village, and ask to form alliance. (Unlike villager village invites (which can be done remotely with a slash command), adding a village to your alliance requires you to do it face-to-face.)
