Added a note that higher skill levels are required to build on higher floors.
* 21 paving skill is required to create the stone slab floor.
* Must have 1 slab and mortar in inventory to start.
* Can be repaired and improved with a stone brick. * Higher skill level is required to build at higher floor levels. (exact skill level per floor is unknown right now)
