Added comment about expanding a deed while not holding a writ.
Player said "Enemies can drain from an adjacent tile and do not need to be on the same tile as the token, even if there is a wall or palisade in the way." is false. Tried from behind a tall stone wall and said "too far away"

I had a dispute with my mayor recently over whether or not she (the mayor) needed to hold my writ to further expand the deed. For what it's worth, I asked in CA Help and had two people claim they personally have received the message that they may not expand their deed because they are not holding a writ.
