This article seems misleading and is missing some important points:

* Building a woven fence only takes 10 actions of a little less than 10 seconds each.  That's not significantly longer than a wooden fence.

* The article makes improving sound hard since it spends a lot of text describing how hard it is to get high ql scraps.  If scrap ql is less than or equal to half of the factor for fence ql, I don't think it's a big deal.

* In my experience, woven fences stop player movement, but not mob movement (at least not a rope-lead animal).  This is important to mention.

Damage Resistance - Woven fences are likely to have incredibly low resistance to damage from mauls, catapults, etc. I don't think this is true for higher QL woven fences.
