Added email as optional parameter for registering an IRC nick

In IRC, not in an actual channel, enter <code>/ns register <password> <nick>[<email>]</code>

In IRC, not in an actual channel, enter <code>/msg NickServ IDENTIFY <password></code>
Or just enter the password in your IRC client.
