Changes

The Town was under control of the Council/Higher Citizens of Roadside. Higher citizens were long term members of the village who had contributed widly. The council voteed on all inportant decisions in the village and controled the village as a whole. The Council and Higher Citizens managed citizens and made sure that the citizens of Roadside do not get out of hand.
