Added motto & MOTD, seperated per role permissions and settlement permissions, Added no allaince needed to per player role
When declaring war it will come into effect 24h after the declaration, unless the other side accepts it, in which case it will start immediately.

Each role can have a different set of permissions enabled. There are no known permissions that control butchering and burying.

Be aware that even if you specifically put a player's name into the role field and the village that they are a part of in the village field, any permissions granted under that role name is allowed to any member of the village (No need to be an ally) entered in the village field. For example if Player1 was entered into the role field on VillageFunTime's settlement permissions, was given the permission to terraform, and the village Player1 is a citizen of (say, VillageCoolBreeze) is entered into the village field then if Player2 from the same village as Player1 came to VillageFunTime then Player2 would be able to terraform even though their name was not specified in the role field.
 
This has been tested as of 21/01/13 and is correct.

These additional permissions are not linked to roles:
; Politics: Marking this will make the settlement a permanent democracy(founding mayors can revert)
; Unlimited citizens: Allows the recruitment of citizens above the maximum amount. While you are above the maximum amount of citizens upkeep is doubled.
; Items and creatures : This allows ''anyone'' to pick up items and [[tame]] animals within the settlement (but not inside buildings). Allies are always able to pick up items, to let them tame animals this permission still needs to be checked.
