I've discovered them inside of a cave, but just today I ran into one randomly roaming a mountain top, with no caves or lava tiles within sight in all directions. Perhaps rarely on cliffsides, or it wandered far? -Arronicus 12/12/2013
They spawn close to Lava tiles, and usually spawn in caves, with the maybe 20 or so lava tiles per server, its rare to see them spawn either way. just think of it as the cave tiles are more abundant, so they spawn more abundantly.
They also appear on cliff-sides, yes yes, where lava tiles once were. - Zwei 12/25/2013
