They aren't exactly settlements, they are size 5 homesteads allied with all major WL towns to allow access. --FalconBK 19:45, 2 November 2007 (CDT)

Ah, in that case it's just a matter of unclear wording. The "settlement" used in the template is just shorthand for "village or homestead". It isn't meant to imply anyone lives there. :) - Dashiva 21:44, 3 November 2007 (CDT)
