This is confirmed. My love tile is a pine tree. And less than half the tiles in the 3x3 area are flowers, the rest are trees. In addition I happened to raise an area out of the ocean that was sandy and converted it to dirt. I have at least two Knowledge Tiles in the same 3x3 area and several more in the vicinity. That did not seem to affect the Love Tile from spawning.

I created a path of love tile with this set up, however this should not work according to the this page.
Can someone else confirm this and then we can update the path of love tile page?
S=Sand
G=Grass
F=Flower
L=Path of Love tile.

3x3 grass is completely flat, my sand border has slope.
