The body control required to ride a cow has been slightly increased decreased again to over 20 [non-prem levels (tested and able to ride at Jan. 20, 2013 on a non-prem character with 19.000436 508253 body control], hence you must now be premium to ride a cow). Free players So currently cows are the only animals non-prem characters can not ride any animal at the moment.
