You can only fish on tiles that are fully submerged under water.  You cannot To fish while swimming or standing on a water tile. What you need to stand on is a tile that is half above and half below water, and not so steep that you cannot stand on it without sliding in. Then stand on the part that is not submerged and fish the adjacent tile which is fully submerged. Note that you can also fish from a tile 2 - 3 tiles away from you rather than just the closest tile. Alternatively you can use a boat: Head out to deep water, activate your fishing rod, right click on your boat and select ''Fish''. Note that you will probably want to have to moor the boat first it moored or have boarded it will drift too far to complete as a passenger since drifting out of the 3 tile range breaks the fishing action. It may help to embark on the boat as passenger rather than commander.
