It seems that creating mooring anchors doesn't rely solely on shipbuilding skill. I have 30 shipbuilding, and have 85% chance to create a mooring anchor. Using the same items, a townmate with 5 shipbuilding skill has 93% chance. I also have 26 BSing, while he has 68.
