Need to clarify whether the roof is included as a floor. It does have a skill requirement, although it could differ from the skill requirement for openings/floors above.
With 24-25 26 carp I can build 4 floors (including the ground), but cannot add a roof on top.
Someone else has reported that with 77 carp they can build 9 floors (including the ground), but cannot add a roof on top.
