The way creation works is that items need at least 6% success rate to appear. Since success rate depends on more than skill, listing just skill is not enough information to determine whether something is a lower bound or not. E.g. an item could be possible to create with 10 skill and 90 QL materials, while impossible with 15 skill and 10 QL materials.
