You can now only fish on tiles which are fully submerged. Since you can't fish while swimming this can make finding a spot quite difficult. What you need is a tile to stand on which is half above and half below water, and not so steep that you can't stand on it without sliding in. Then stand on the part that isn't submerged and fish the adjacent tile which is fully submerged. The most common method though is to use a boat, head out to deep water, equip your fishing rod, right click on your '''boat''' and select "fish."
