No-drop items respawn when a player dies, instead of remaining on its corpse. A side-effect is that they cannot be dropped on the ground, in containers, or anywhere else, but must be traded directly between players.

Some of the starter tools are usually nodrop; however, they will be dropped if one is killed by another player.
